The purpose for Clery Act began back in 1986, when 19 year old Lehigh University student Jeanne Clery was brutally raped and murdered in her dorm room by another student.
At the time, only 4% of colleges and universities reported crimes on their campuses to the FBI.
Amendments to the act in 1992 added requirements for schools to provide rights to victims of sexual assault.
1998’s amendment renamed the act the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (20 USC § 1092(f)), to honor Jeanne Clery.
In 1990, the Crime Awareness and Campus Security Act was passed by Congress.
